PFI Lifecycle Replacement Contract Manager, Manchester (Interim)
Our client is seeking an experienced interim PFI Lifecycle Replacement Contract Manager to take responsibility for the planning, governance and delivery of lifecycle replacement works across a complex PFI estate. The role will ensure lifecycle obligations are delivered in accordance with the PFI Project Agreement, lifecycle model and contractual requirements, while protecting asset condition, service continuity and long-term value for money.
Working closely with the SPV, FM provider, client representatives, technical specialists and supply-chain partners, the successful candidate will provide strong commercial and contractual oversight of lifecycle expenditure and replacement programmes. This will include interpreting contractual obligations, managing lifecycle budgets and forecasts, challenging replacement decisions and ensuring works are appropriately scoped, approved, delivered and closed out.
This is a commercially focused contract management role requiring a strong understanding of PFI lifecycle obligations and the ability to balance contractual compliance, asset condition, operational requirements and value for money. The successful candidate will need the confidence to challenge decisions constructively, manage contractual discussions and engage effectively with senior stakeholders across the PFI structure.

Interim PFI Lifecycle Replacement Contract Manager – Key Responsibilities
- Manage the lifecycle replacement programme across the PFI contract, ensuring works are planned and delivered in accordance with contractual obligations.
- Interpret the PFI Project Agreement, lifecycle schedules and associated contractual documentation to establish responsibility for lifecycle works.
- Monitor lifecycle expenditure against agreed budgets, forecasts and lifecycle models.
- Review and challenge lifecycle replacement decisions where repair, refurbishment or alternative solutions may provide better value while maintaining contractual compliance.
- Ensure lifecycle works are appropriately scoped, approved, programmed, delivered and formally closed out.
- Manage contractual discussions and disputes relating to lifecycle responsibility, asset condition and replacement requirements.
- Maintain appropriate governance, records and audit trails for lifecycle expenditure, decisions and approvals.
- Produce lifecycle forecasts, dashboards and reports for senior management, clients and other stakeholders.
- Identify emerging lifecycle risks and develop appropriate mitigation plans.
- Support periodic lifecycle reviews, benchmarking exercises and updates to long-term lifecycle forecasts.
- Support preparations for PFI expiry and handback, ensuring lifecycle investment decisions take account of the required asset condition at contract expiry.
Skills, Experience & Qualifications:
Essential:
- Strong experience working within PFI/PPP, facilities management, asset management, estates or infrastructure contracts.
- Good understanding of PFI Project Agreements and the contractual relationships between the Authority, SPV, FM provider and supply chain.
- Experience managing or reviewing lifecycle replacement programmes and associated budgets.
- Strong commercial and contract management capability, with experience interpreting complex contractual documentation and translating contractual obligations into practical actions.
- Experience reviewing lifecycle forecasts, asset condition information and replacement proposals.
- Good understanding of building services, fabric and infrastructure assets.
- Strong financial awareness, including budgeting, forecasting, cost challenge and variance analysis.
- Experience managing contractors and technical service providers.
- Strong stakeholder management and negotiation skills, with the confidence to challenge constructively and manage competing contractual and operational requirements.
- Strong reporting, governance and record-keeping skills.
Desirable:
- Experience working directly within a PFI lifecycle replacement environment.
- Experience supporting PFI expiry and handback activities.
- Experience undertaking lifecycle benchmarking or long-term lifecycle forecasting.
- Experience working within a complex healthcare or similarly operationally critical estate.
